Melbourne separates planning permits, which govern land use and development, from building permits, which govern construction and safety. A planning permit generally comes from the City of Melbourne when required, while a registered building surveyor issues the building permit. The City maintains a public register of building-permit and completion records.

Use the City of Melbourne Open Data table and begin with the Search records field or the address filter.
Search the street number and street name, then confirm the suburb and postcode because the register can contain similarly named streets and some Melbourne Certification Group records outside the municipality.
Compare the council reference, permit number, address, work description, issue date, and certificate type. One permit can have separate rows for the building permit, final inspection, or occupancy certificate.

Confirm the property, planning scheme, overlays, proposed use, development, heritage, and other controls with the City before assuming that no planning permit is required.
Assemble the title, plans, reports, written assessment, and other material required for the proposal and lodge the planning application with the responsible authority.
Respond to information requests, referrals, or public-notice requirements and verify the decision and conditions. When both approvals are required, the building permit must be consistent with the planning permit.
Use the appointed surveyor to determine the building-permit documents and building-regulation requirements. A builder cannot appoint the surveyor on the owner’s behalf.
Do not start regulated work until the applicable building permit is issued. Complete the mandatory surveyor inspections at the construction stages identified for the project.
Confirm whether the official record includes the applicable occupancy permit or certificate of final inspection; an issued building permit by itself does not prove that work was completed.
