Reviewing permits filed for a particular type of work can point toward projects that may call for a specific engineering specialty, and permits are filed early enough in a project's life that a consultant reviewing them is often looking at design or early-permitting stage work.
That timing gap matters more than it might seem, given how the two ends of a project's life cycle are moving in different directions right now. Design work, as tracked by the architecture billings data, has been contracting, while firms further along in a project's life — those already carrying signed engineering work — describe healthy backlogs, with roughly half of engineering firms reporting a year or more of work on hand heading into 2026 (ACEC Research Institute). Put together, that suggests the firms doing well are the ones that identified and locked in work earlier in the pipeline, not the ones waiting for the referral to come to them.
What to look for
Permits for complex structural work, such as new construction or additions, and MEP-intensive commercial or multifamily permits are the most direct match for structural and mechanical/electrical specialties. Permits tied to challenging site conditions or demolition can point to geotechnical involvement, and permits referencing environmental assessment or remediation work are worth tracking for environmental engineering opportunities.
Infrastructure and utility permits are also worth reviewing where a firm specializes in site or civil engineering work. Reviewing which architects and contractors recur across permits matching a firm's specialty can help identify repeat filers worth building a longer-term relationship with, beyond any single project. A structural engineering firm that notices the same mid-sized general contractor attached to four multifamily permits over a year, for instance, has found a more durable opportunity than any single project represents — a contractor worth approaching directly about future work, rather than waiting to be added to a bid list after the fact.
Firms reporting the healthiest backlogs right now aren't necessarily the biggest; sentiment surveys have found confidence and backlog strength fairly broad-based across firm sizes, with reported backlogs climbing to a median of ten to twelve months through much of 2025 amid historically high industry optimism ("Engineering Optimism Surges to Record Highs, Backlogs Rebound"). That's worth keeping in mind when deciding how far out into a market's permit pipeline it makes sense to look — a firm carrying an eleven-month backlog benefits more from tracking permits still months from filing than one hunting for work to start next quarter.
Where this falls short
A permit describing a project's scope doesn't mean the engineering work is unassigned; a firm may already be retained by the time a permit is filed or shortly after. The architect or contractor named on a permit is a filing party on record, not a confirmed procurement decision-maker, so this is best treated as a starting point for research rather than a ready-made contact list. A permit's description of a project's scope is also a summary for municipal purposes, not a full technical brief, so it will rarely be detailed enough to determine engagement terms on its own. And industry-wide sentiment, however healthy on average, says nothing about whether a specific project in a specific market still has an opening for the specialty a firm offers.

No. A project may already have an engineer retained; a permit records the filed scope of work, not procurement status. Firms with healthy backlogs tend to be the ones that got involved before a project reached the permitting stage, which is exactly what a permit alone can't tell you.
Is the architect or contractor named on a permit the final decision-maker on hiring a consultant?
