Why permit activity matters

A permit record shows that a project was filed with or approved by a municipality. It does not establish that a policy caused a given outcome, that a filed project was completed as described, or, on its own, who benefits from where development is concentrating - those require analysis beyond the permit record itself.

A 2025 review in the Journal of Planning Literature found that legalizing ADUs through zoning reform is necessary but not sufficient to produce affordable units at scale, and that financing, ownership structure, and management support matter just as much as the underlying zoning change (Pothukuchi and Guinn). Permit-level data is exactly the kind of evidence that lets a researcher check whether a reform is translating into filed projects at all, before even getting to the harder question of whether those projects are affordable.
What to look for
Zoning variance and change-of-use permits are the most direct evidence for policy implementation questions, since they show where a project needed an exception to, or a shift from, existing zoning. Housing and multifamily permits are useful for housing-supply research, and commercial or office permits support questions about job-related development.
Geographic clustering of permit activity across neighborhoods, where filings are concentrating relative to income or existing housing stock, is the relevant cut for equity-focused pattern research, read alongside other demographic and land-use data rather than as a standalone measure. Filing volume before and after a specific ordinance change is the natural comparison for any before-and-after policy study, though it needs to be read alongside whatever else was happening in the local market at the same time, since permit activity responds to more than just the policy under study.
Where this falls short
A rise or fall in permit activity following a policy change is not, by itself, proof that the policy caused the change; other market conditions can move at the same time, so attributing an outcome to a specific policy needs a research design that accounts for that.
Permit filings also do not confirm that a project was completed as filed, and applicant and location fields are municipal record fields, not verified demographic or ownership data, so community impact research should draw on census, assessment, or survey data alongside permit records rather than relying on permits as the sole evidence. As the sustainability-zoning research illustrates, even a well-designed multi-city comparison still requires real methodological care in what it claims to show, not just a larger pile of filings (Jepson and Haines).

No. Permit trends can move for reasons unrelated to a specific policy, such as broader market conditions, interest rates, or unrelated development cycles. Establishing causation requires a research design that accounts for those other factors, not permit counts alone.
Can permit records be used as the sole evidence for community impact research?
